Inspired by our legacy, Diné Development Corporation (DDC) was created to generate economic prosperity for the Navajo Nation by providing government agencies and commercial firms with high-quality IT, professional, environmental, research and development services. Through strategic expansion, our corporation has grown to encompass a dynamic portfolio of companies that offer a wide range of capabilities. Since our inception in 2004, our subsidiaries have built an extensive track record of excellence in solving our clients’ dynamic challenges.

Austin Tsosie
Chief Executive Officer

As DDC Chief Executive Officer, former President of DDC IT Services, and Diné tribal member, Austin Tsosie has been very successful in shaping the organization’s culture, building operations, fueling business development, and enhancing tribal relations to position DDC subsidiaries as elite, Navajo owned businesses.

Austin obtained a Bachelor of Science in computer science from Weber State University and master’s degree in business administration from the University of Dallas. He began his career as a network administrator and software engineer for small companies. As his career progressed, he fulfilled project management positions in support of worldwide operations. He led the creation of project management offices and developed management processes for three large companies across various industries. He served as a Principal PPM consultant for a global company that offers business consulting, technology, engineering, and outsourcing services. Austin served as the United States PPM resource in supporting firms that spanned the manufacturing, entertainment, and banking industries. Austin served as DDC IT Services President, in which he grew the company from one employee to more than 100 employees and $16 million in revenue over five years.

Daniel Riggs
Chief Growth Officer

Daniel (Dan) Riggs, Chief Strategy Officer, possesses 20 years of portfolio management and leadership experience in the federal contracting industry. In these roles, he oversaw portfolios across Department of Defense, NASA, and commercial markets. As an innovative thought leader in the industry, he brings success in business development and growth sectors.

Dan Riggs holds a Bachelor of Science in management information systems and finance from Wright State University. He was also a member of the Ohio Air National Guard and distinguished graduate of Basic Military Training School and Reserve Officer Training Corps. Dan has obtained multiple project management and technology certifications in a variety of disciplines throughout his career.

Jacqueline "Jackie" Goodwin
Chief OPerating Officer

Jacqueline “Jackie” Goodwin, Chief Operating Officer, brings more than 30 years of experience in developing and operating large-scale, data-intensive software solutions for the Department of Defense, federal agencies, state and local governments, and commercial clients. Her background in various roles including federal employee for the U.S. Air Force, member of a Federally Funded Research and Development Center, senior leader of a Fortune 500 company, and growth strategist for a DoD engineering company uniquely positions Jackie to leverage a wealth of experience to lead operations, optimize standardization, and enable growth across the DDC family of companies.

Jackie holds a Master of Science in Applied Mathematics, Master of Science in Management Science, and Bachelor of Science in Mathematics from the University of Dayton. Jackie has obtained various Defense Acquisition University, project management, and information technology certifications in a variety of disciplines throughout her career. Jackie’s passion lies in mentoring and investing in the development of people and ensuring that individuals are given opportunities to be their best selves.

Zachary Sampson
Chief Financial Officer

Zachary Sampson’s background is a blend of corporate finance and entrepreneurship. He is the Chief Financial Officer for Diné Development Corporation (DDC), a Navajo Nation owned company. He earned an undergraduate degree in finance from the University of Massachusetts, a CPA designation, and an MBA in finance from Rice University. Working for some of the largest and most prestigious international firms, Zach’s corporate experience includes running the finance group for a publicly traded biotech firm, mergers and acquisitions for several Fortune 50 companies, and commodities and equity derivatives trading. As a successful entrepreneur, Zach has a proven track record of developing and growing businesses across different industries.

Tazbah Mccullah
BOD Chair

Tazbah McCullah is a Diné tribal member and possesses an extensive career in communications. She was recently appointed as the General Manager for KSFR 101.1 FM, Santa Fe Public Radio. Previously, Ms. McCullah served as the Marketing/Advertising Director for Indian Pueblos Marketing, Inc./Indian Pueblo Cultural Center, Inc. Ms. McCullah served in leading communications roles, including Vice President of the Navajo Nation; Press Secretary for the Navajo Nation Office of the President; General Manager for KTNN/KWRK Radio; and Associate Producer for KAET-TV, an award-winning weekly news analysis program.

Ms. McCullah was also the managing partner of the TM Group, a land-use planning and architectural design company that produces designs used on the Navajo Nation. Ms. McCullah holds a Bachelor of Arts degree in journalism from the University of New Mexico. She is also a member of the NOVA Scholarship Committee, which she helped to establish in 2010.

Elwood Pahi
BOD Vice-Chair

Elwood Pahi is a Diné tribal member and cofounder and President of Nahata Dziil 14-R Ranch Corporation – Navajo Beef Program. 14-R Ranch is a nonprofit, co-op model organization founded in 2012 to support displaced Navajo ranchers to enable them to thrive in the cattle industry. Elwood previously served as a Senior System Health Engineer and Mechanical Engineer for the Arizona Public Service for 36 years.

Mr. Pahi received a Bachelor of Science in mechanical engineering from Northern Arizona University and is member of the American Society of Mechanical Engineers and American Indian Science and Engineering Society.

Mark Freeland BOD Secretary

Mark Freeland is a former Council Delegate of the 24th Navajo Nation Council, the legislative branch of the Navajo Nation Government. In this role, he served on the Council’s Resources and Development Committee (RDC) regulating authority of the Navajo Nation’s environmental and cultural resources, economic development, and other areas vital to Tribal sustainability. Mr. Freeland formerly served as Executive Staff Assistant for the Navajo Nation Office of the President and Vice President and is currently pursuing an MBA from the University of New Mexico.

Carlos Otal
Board Member

A transformational leader with more than 33 years of experience serving the public sector and financial services institutions, Carlos Otal brings a creative vision, analytical mindset and disciplined approach to growth-oriented professional services businesses. The former National Managing Partner, Grant Thornton LLP’s Public Sector, Carlos is a seasoned executive who brings hands-on, real-world expertise, having led growth strategy, market development and service delivery, as well as the full range of back-office operations, culminating most recently in the successful sale, transition and integration of the practice.

At the helm of the Public Sector practice, he grew the government contracting business to over $300M revenue in existing and new market segments, leading, developing and mentoring a team of skilled executives; navigated into new solution areas and through prospective acquisitions and joint ventures, exponentially expanding brand, pipeline and deal size; and meaningfully grew revenue, margins and distributable income, while maintaining exceptional client performance ratings and managing enterprise risk and regulatory compliance. Additionally, Carlos oversaw the firm’s Public Policy & Governmental Affairs and served on the Executive Leadership Team.

As a management consultant, his experience spans the full range of advisory and assurance services — from internal and financial statement auditing to organizational and process improvement to the assessment and implementation of enterprise systems, including program management, strategy, acquisition and business model development for clients undergoing transformational change.

Prior to joining Grant Thornton in 2005, Carlos enjoyed a distinguished career of increasing responsibility and impact at Price Waterhouse/PwC/IBM and Oracle/PeopleSoft, serving numerous Fortune 500 financial institutions as well large governmental entities. In addition, he has held a number of board positions, including the GT Public Sector LLC Board, GT PAC Board, Professional Services Council (PSC) Board and Association of Government Accountants (AGA) National Governing Board. A visible advocate and proponent of DEI&A, Carlos serves on the Virginia Society of CPAs (VSCPA) DEI Advisory Council and is the Chair of the Advisory Board of the Dream Project.

Carlos is a graduate of the Pamplin College of Business at Virginia Tech and has a Certificate in Transformational Leadership from the Saïd Business School at Oxford University.

Robert Neller
Board Member

General Robert B. Neller served as the 37th Commandant of theUnited States Marine Corps from September 2015 to July 2019.

He retired from active duty in 2019. A native of East Lansing, Michigan, Neller graduated from the University of Virginia in 1975 with a degree in history and speech communication. He later earned a master’s degree from Pepperdine University in human resources management. After graduating from Virginia, Neller went directly into the Marine Corps via the Platoon Leader Class.

A career Infantry Officer, Neller has commanded from Platoon through Service Component HQs. He has been assigned as a General Officer in each of the three USMC active infantry Divisions and commanded the 3rd Marine Division. He is a joint qualified Officer having served in Europe at SHAPE as a NATO staff officer and as the J3 of the Joint Staff. Operationally, he participated in Operation Just Cause in Panama, Operation Restore Hope in Somalia and Operation Iraqi Freedom. In OIF 05-07 during 2006, he served as the Deputy Commanding General for Multi-National Force West in Iraq’s Anbar Province.

He has attended the USMC’s Basic School, the Army’s Armor Officer Advanced Course, USMC Command and Staff, the NATO Defense College and the Armed Forces Staff College.

Upon retirement he moved to the Austin, Texas area where he is involved in consulting, teaching, motivational speaking and serving as the Chairman of the Board of the Marine Corps Scholarship Foundation.

Nicole Johnny
Board Member

Nicole Johnny is a Diné tribal member and possesses extensive experience in real estate and investment financing with a specialty in researching and analyzing business development. Her background is highlighted by experience in investment banking with RBC Capital Markets, tribal land valuations from both federal and Tribal perspectives, and commercial real estate development. She received a Master of Business Administration in finance from Pepperdine University and undergraduate degree in finance and economics.

Todd Francis
Board Member

Todd Francis is a Diné tribal member and financial senior executive who has served in senior management roles with small to medium-sized businesses throughout his career. Over the last 20 years, Todd has been committed to affordable housing efforts, particularly those that benefit and impact Native American families and communities. He currently serves as the Chief Financial Officer/Chief Operating Officer for Native Community Capital, which is headquartered in Laguna, NM. Todd’s management experience includes dual roles as Chief Financial Officer/Chief Operating Officer of a nonprofit Community Development Financial Institution (CDFI), in which he managed residential real estate development, affordable housing services, and mortgage loan products to low-to-moderate income families throughout Maricopa County, AZ. He is a graduate of the University of Arizona.

Bradley (Brad) J. Preber
Board Member

Bradley (Brad) J. Preber is the former CEO and Chairman of the Board of Grant Thornton (GTUS), one of the largest audit, tax, and advisory services firms in the U.S. and largest member firm of Grant Thornton International, one of six global networks. Prior to joining GTUS, Brad worked for Touche Ross & Co. and Arthur Andersen serving as an Audit and Advisory Partner. During his tenure at GTUS, Brad served on the Board of Directors for various GTUS sectors and the Center for Audit Quality leading the Anti-Fraud Work Group. Brad is currently a Trustee for the University of New Mexico Foundation and serves on the Board of The Plaza Group.

He holds a BBA from the University of New Mexico where he was inducted into the Robert O. Anderson School of Management Hall of Fame. Brad holds certifications including CPA, CGMA, CFF, CFE, and CCA and was qualified as a financial expert under SEC rules. Brad authored the Wiley book, Financial Expert Witness Communications, and co-authored Data Analytics: Elevating Internal Audit’s Value.

Sam rosenfeld
Board Member

Sam Rosenfeld is the Managing Director of SR Advisory, a private advisory firm offering bespoke consulting to a variety of clients. He also serves as the Managing Director of Cenerus providing financial and infrastructure management services delivering efficiency, transparency, and flexibility of financial operations. Prior to his current roles, he led organizations that delivered political and operational risk management and asset management in the international defense sector.

He holds an Australian Financial Services License; MBA from Wharton Business School; MSc in Risk, Crisis, and Disaster Management; and BA in International Relations and Strategic Studies from the University of Leicester. Mr. Rosenfeld is published by the Wharton Financial Institution Center, volunteers through international organizations as a mentor to emerging market entrepreneurs, and advises technology start-ups and funds.
