Overview

One Acquisition Solution for Integrated Services Plus (OASIS+) is a governmentwide, multiple-award contract vehicle designed to streamline procurement needs for service-based solutions. Available to agencies with a Delegation of Procurement Authority (DPA), OASIS+ offers a suite of Indefinite Delivery, Indefinite Quantity (IDIQ) contracts featuring a five-year base period with a five-year option, allowing for a total ordering period of up to ten years. OASIS+ contracts may be used by all federal agencies, including the Department of Defense (DOD) and Federally Funded Research and Development Centers (FFRDC).

Obtaining a Delegation of Procurement Authority (DPA) is the first requirement that a Contracting Officer (CO) must meet to solicit, evaluate, award, and modify task orders under OASIS+. A CO must obtain a DPA from an OASIS+ CO to become a “delegated” OCO. The task order OCO is the sole and exclusive government official with authority to solicit, evaluate, award, administer, and/or modify a task order under the master contract. A DPA is not required to conduct market research into the OASIS+ program or use eBuy to conduct market research.

DPA training is encouraged for any government staff (i.e., Program Manager, Contract Specialist) interested in and/or administering an OASIS+ requirement. The training is required for staff to post a solicitation in eBuy; however, only a warranted CO may obtain the DPA. The dates of upcoming DPA training sessions are available on the OASIS+ website. To obtain an OASIS+ DPA, a CO must:

Since September of 2022, Seventh Emergence Solutions has specialized in delivering IT professional services to the U.S. Federal Government, particularly in the defense sector. Through each engagement, Seventh Emergence Solutions has developed and matured its technical staff, adopted Agile and ITIL-based service delivery models, and maintained a strong focus on cybersecurity compliance and operational readiness.
