Solution Accelerators
Accelerating Transformation. Empowering Mission Success.
Government missions can’t afford lengthy development cycles or one-size-fits-all solutions. DDC’s Solution Accelerators are purpose-built, mission-tested frameworks that help agencies modernize faster, reduce risk, and achieve efficient outcomes. Combining mission expertise and emerging technologies, our accelerators bridge the gap between strategy and execution, empowering teams to accelerate delivery, streamline implementation, and achieve operational value from day one.
Developed through real-world federal engagements and backed by more than $10 million in strategic innovation investment, each accelerator delivers reusable capabilities that eliminate the need to build from scratch. Rather than off-the-shelf products repackaged as custom solutions, they’re engineered to solve the complex technology challenges facing government today — from AI-driven modernization and enterprise data integration to cloud transformation and ATO readiness.
Whether you’re modernizing legacy applications, unlocking the value of enterprise data, or accelerating AI adoption, our Solution Accelerators provide the proven foundation to accelerate delivery and transform mission requirements into measurable mission outcomes.

DFAS’ Mechanization of Contract Administration Services (MOCAS) platform processes billions of dollars in annual contract payments, but relied on decades-old COBOL and JCL applications that were costly and complex to modernize. DDC deployed GENOME to accelerate the transformation, leveraging AI-powered code analysis and automated conversion to modernize more than 150,000 lines of legacy code while preserving mission-critical business logic and operational continuity.
The effort transformed MOCAS into a modern, cloud-ready platform, delivering 87.6% automated COBOL-to-Java conversion, a 40% reduction in legacy code footprint, 30% performance improvements, and 100% containerization of critical functions. By combining generative AI with rigorous engineering and human oversight, DDC reduced modernization risk, accelerated delivery, and established a scalable foundation for the continued evolution of one of the government’s most critical financial management systems.

The MOCAS 2.0 modernization effort required a faster path from architecture design to authorization, eliminating the traditional months-long documentation cycle associated with security accreditation. DDC deployed the ATO Package Generator to automate and streamline the development of accreditation artifacts by organizing core architecture, security control, and connection inputs for the AWS GovCloud environment. DDC automated the organization of architecture, security controls, and connection inputs to generate a complete ATO package, including CONOPS, security plans, PPSM documentation, and a controls-to-implementation matrix, in two weeks.
DDC stood up the eMASS instance and completed verification in one day, providing MOCAS 2.0 with an accreditation-ready baseline that streamlined cybersecurity reviews, reduced documentation burden, and accelerated the journey toward full authorization.
