DFAS’ Mechanization of Contract Administration Services (MOCAS) platform processes billions of dollars in annual contract payments, but relied on decades-old COBOL and JCL applications that were costly and complex to modernize. The MOCAS 2.0 modernization effort required a faster path from architecture design to authorization, eliminating the traditional months-long documentation cycle associated with security accreditation. DDC deployed the ATO Package Generator to automate and streamline the development of accreditation artifacts by organizing core architecture, security control, and connection inputs for the AWS GovCloud environment. DDC automated the organization of architecture, security controls, and connection inputs to generate a complete ATO package, including CONOPS, security plans, PPSM documentation, and a controls-to-implementation matrix, in two weeks.
